[Kde-accessibility] [PATCH] translation problem with kcmkttsmgr

Hi all!

While translating kdeaccessability to german
we found that kttsmgr does not show our translations.

After some investigation I found the attached fix to solve the issue.
I am not a KDE developer so I am not sure if this is the right fix for
the problem.

Please review.
