To actually generate the PDF, LaTeX will give the best quality. For the 
*source* format, there are many options, e.g., Bookdown or Asciidoctor.

But it’s OK to have the end result only in HTML. It’s easily printable, 
if one really needs an offline (or ‘off-grid’) version.
