Implementation approach for multiple datasets

Hi,
There are activities like locate the region, find the details and
categorization. Which have separate files to contain each level's (or
category) data. Now I can either go with our default approach to add
datasets in these activities i.e just combine all levels in single file per
dataset or do something like chronos - https://phabricator.kde.org/D27728,
in this, I have only added links of board's file in dataset files instead
of copy pasting the whole content to get rid of too long dataset files.
Which would be the better way?
