Next release

Hello,

I was supposed to tag the beta version for the next release(0.3) this week 
end.
I propose to do it tomorrow after 19:00 UTC.
Is it ok for everybody ?

I plan to then work on the bugs for the next two months.

There will be a feature freeze for the 0.2 branch starting at its creation 
time. The master branch will still be open for new features.

The other parts of the release schedule remained unchanged (https://
community.kde.org/Elisa/ElisaReleaseSchedule#0.3_Release)
