Exactly.  It is a usability issue.  Tags can be made to do just about
anything with the right naming conventions and with enough effort.  However,
it is not ideal for all situations.  Even virtual albums in the current
incarnation is probably not really sufficient as it seems like they only
show up in the search menu.
