Did you ever try to just do a:

"sudo apt-get dist-upgrade"

The problem is your linuxmint source that is set to 700 and always will be
considered to be a "stable" source and all sources like my PPA as
non-stable. The mint source will be what gets installed if nothing else is
forced it to do an override with packages from other sources.

700 http://packages.linuxmint.com/ rebecca/import amd64 Packages
