[Digikam-users] New Tool: Tags Manager

Some of them are a little bit harder to implement, if they require a new
GUI, but now I'm only sorting through suggestion and will try to implement
as much as time will allow me. If I implement a new tag tree for Tag
Manager, it will be easy to use it in tag sidebar and overall, things
should improve :)
Also, I'm trying to see how to deal with conflicting wishes.
