That pretty much sounds like either a failed install, or maybe using a
restrictive firewall.

statically linked versions of KDE applications are basically impossible.
The problem is not about making static libraries itself, but about how
KDE works e.g. you will always need all the system daemons (kded,
kdeinit etc.).

If you give some more details, we can try to fix your issues, digikam
should work (maybe not completely but at least you would call it running.).
