Those two issues might be a problem:
1) a restrictive firewall (try to unblock dbus-daemon and kde* processes
too)
2) Microsofts User Agent Control
(http://en.wikipedia.org/wiki/User_Account_Control) which blocks quite
some processes and might harm KDE as well. the UAC is really restrictive
in Vista, so maybe disabling it might help.
