I have take a look in old libkexif library :

http://websvn.kde.org/tags/libkexif/0.2.5-final/

...where we can found 3 call of
KGlobal::locale()->insertCatalogue("libkexif"); in widgets implementation...

I suspect than it's must be done in libkdcraw and libkipi...

Your viewpoints ?
