specific guideline for KDE on Windows related commits?

With respect Danny the things we are discussing on the Community Wiki are
really KDE specific I don't think what is a relevant commit is easily
translateable to any other project. Enzyme things should certainly be on the
Enzyme wiki but so far nothing we have spoken about is much use to anyone
but someone interested in KDE.
