SoC: Proposal on Nepomuk Collection

Hello,

after sorting some things out I finally wrote a first draft of my proposal.

I would like to hear your thoughts and comments on it. And then after some 
polishing submit it to Google.

And well I know it is a litte bit long. But i hope that i will fit in the 
Google submit form (2500 chars for abstract and 7500 chars for the rest 
maximum is allowed)
