GSoC: MP3Tunes Syncing Support

Here it is :) I want to stress that it is a draft even though the
submissions are open. I am definitely still open to criticisms,.

I tried to include a detailed time line, but due to the fact that I'll
be working with MP3Tunes (sort of) on this project the core of it is
dependent on them. Which is why I included several "optional"
deliverables, most of which can be done even if MP3Tunes does not hold
up their end.
