I'm afraid that if the tooltip acts differently from any other tooltips, it
might confuse the user... the most intuitive solution to the problem for me
is to make the tooltip "lag" a bit, making the delay between the moment the
user stops moving the mouse and the moment the tooltip appears a little
longer (so that it doesn't just incessantly pop up, it only appears if the
user wants it to appear). I could be wrong, of course.

Considering the pop-up contents are made in HTML, this can be done in no
time ;) .

Excuse me, but I didn't really get it... you want to put the album cover in
the background of the tooltip? Wouldn't that make the tooltip a little
harder to read?
Or we could just remove the cover from the tooltip altogether to make the
tooltip smaller?

Besides that, I have a question: the tooltip, which will only show the info
absent from the playlist itself, is right now limited to only fields that
can be edited in the "Edit Track Details" window. Is there any other info
that should be shown on it? (like the score or the number of times it was
played...) Or should I make that editable somehow?
