Task Proposal: Centralized account management

We already discussed something like this back in Platform11 though at the end 
nothing as really done.

Knowing that this task is Active focused I'd ask only one thing, please do 
this in a way that can be reusable by the desktop and extensible so we can 
accomodate more things than just auth information.

For ages I have been willing to do something like Lion "Internet accounts" or 
GNOME "Internet Accounts", single place where I can configure Calendar, EMail, 
IM etc and in theory we can already do this thanks to Akonadi, KDE-Telepathy 
etc.
