[WikiToLearn] Plaining build without docker hub

Hi,
So sorry, I missed this email. A docker registry would be quite lovely for
our CI system. Dockerhub is not ideal for obvious reasons,
Also, would you be interested in assisting with KDE sysadmin Luca? I am
sure we could get something worked out with Ben and certainly need help.
