[WikiToLearn] Simplify OCG Infrastructure

Hi all,

I was thinking that OCG deploy is too complex. We have the mw-ocg-full
repository with 4 submodule, but only mw-ocg-latexer is our fork.
Nevertheless OCG Docker is not optimize to use cache properly, since it
clones everytime all the repos, when it could only rebuild and redownload
the latexer.

I was thinking of getting rid of the mw-ocg-full repo, and clone singular
submodules in the Docker file, to use docker cache properly.

Any suggestions?
