[WikiToLearn] New Mailing List: TECH

Hi all,

I received some feedback today about the increased noise/signal ratio* on the 
mailing list, with many non-technical users not able to follow most of the 
discussions.

For this reasons I announce a new mailing list dedicated to technological 
discussion, i.e. coding, infrastructure, patches, and so on.

The new name will be wikitolearn-tech at kde.org (surprise!)

I hope this will remove some unwanted noise for non-technical contributors.
