[WikiToLearn Tech] Neverland as a submodule

In my opinion it depends by the future. We want to design a completely new
skin, so if this process will take lots of time (at least 2/3 releases) I
think could be better to set it as a submodule.
Instead, regards to the new skin probably it's better to maintain a
separate repository since there will be a lot of work regardless mediawiki
core.
