[WikiToLearn Tech] Neverland as a submodule

Hi,
I think we have to keep it in its own repository because basicaly is a
mediawiki skin and this kind of stuff is designed to be a module quite
indipendent.
In theory the skin workflow can be quite indipendent and can be developed
in a standard mediawiki setup.
