[WikiToLearn Tech] Release Hangout

Hi,

We are completing this changelog:
http://meta.wikitolearn.org/Feature_Plan/0.7.

The release of yesterday was painful but thank to Luca, Dario, Cristian and
all the team it was successful.

Sadly today we were under heavy spam attack, but new captcha and antispam
strategies are going to be released as 0.7.1.
