[WikiToLearn Tech] Switch to WikiToLearn Home

Hi!

Today I have finished the test for WikiToLearn Home (new way of manage the
local instance).

I marged the temorary branch on wikitolearn repository (dev-wtl-home) in
master.

The guide for use WikiToLearn Home is here

Now i'm working to bring up the stating machine dor master branch with this
new way of manage wtl.

I think you can avoid re-clone the wikitolearn repo if you clone
wikitolearnhome and you move wikitolearn inside the wikitolearn home

I suggest to evry developer to delete all running dockers and docker
volumes related to the old way to manage evrything
