Yes it is likely a permission issue since keyboard layout are a user specific
setting. It therefore makes sense that it works fine on lock screen (where the
user session is already opened) but not on login screen (user session has not
yet been opened). We somehow need keyboard layout settings for each user to be
accessible by/exposed to SDDM before login and when a user is selected on login
screen, the default layout is the one used last in that user session with the
possibility to change it using the keyboard layout switch button.
