This is intentional unfortunately, if we enabled it then you would not want to
use it. There's a Qt problem (the toolkit we use) where dragging with the
scrollbar is hilariously bad, with lots of glitching and it just moving around
on it's own. So it's going to have to stay disabled until they feel like that's
a problem worth solving.
