SUMMARY
For the past few days (1 or 2 weeks?) I have been having this issue with my two
monitors where the layout gets undone after I reboot the computer. Because of
that, I have to rearrange them every time I turn on the computer.
STEPS TO REPRODUCE
1. Arrange the layout of the displays on Display Configuration
2. Reboot the computer (or Log off)
OBSERVED RESULT
The monitors layout would return the way they were before the change.
EXPECTED RESULT
The monitors layout should remain as they where after the change.

Linux/KDE Plasma:
