If the issue affects GTK apps as well and using the setting that you found
fixes it, then it's a bug in the internal XKB configuration for that keyboard
layout. This is something upstream of KDE, so I would encourage you to file a
bug at
https://gitlab.freedesktop.org/xkeyboard-config/xkeyboard-config/-/issues/ and
add a link to it in the URL field of this bug report.
