my shutdown/logoff stopped working again (another troublesome bug in KDE), so I
deleted my ~/.kde/share/config/ksmserverrc like I always do to fix this bug and
rebooted.

after I did this, the shortcuts and configuration settings were working, and
the shortcuts themselves were working.

maybe something I did made the system freak out for a minute, but it's working
now.
