This is part of the kdegraphics package, I have no idea where this minimum
check would need to be added, if already for kdegraphics or just for the tiff
analyzer, my cheap bet would be around
macro_optional_find_package(TIFF) 
in

So if you reassign to kdegraphics it might reach somebody in charge about this
stuff.
