Oddly enough, after upgrading to 4.4.0 I can't seem to reproduce this now (at
least not deliberately). I'm not going to say that 4.4 definitely fixed it,
because it might have been another package / update, but something apparently
did.

With the Tab-Alt trick, I'm seeing different behavior now. Holding down tab and
repeatedly hitting Alt does eventually stop the window switching, and while Tab
is held down the rest of the keyboard does appear to stop working. However,
releasing Tab immediately makes it work again, which effectively makes this a
non-issue. It smells like a workaround was applied somewhere at some point.
