After further testing, this appears to be a kwin bug.

When I run gnome, and replace metacity with kwin, the desktop crashes and boots
me to gdm.

When I run kde, and replace kwin with metacity, the desktop rotates perfectly
in all aspects.

If someone could reassign the product, I would be grateful.
