I can confirm this also happens to me, on two different machines (one running
64-bit, the other 32-bit; both running Ubuntu 8.10). Sometimes it can be fixed
by mousing to the System Settings -> Accessibility panel, switching on all the
accessibility options then switching them back off. In some cases, not even
that fixes it.
Also, these are always disabled when I start a session (every time I think to
check, that is). Killing the session and restarting it fixes it, but obviously
kills whatever I was working on, so that's not an ideal solution :(
