TagLib 1.9 released

Are MP4 and ASF still optional? I tried turning them off with

cmake -DWITH_MP4=OFF -DWITH_ASF=OFF

but I didn't see any effect. Just want to know whether to check for
TAGLIB_WITH_MP4/TAGLIB_WITH_ASF is still necessary.
