Fail to extract cover art from mp3

Hi Ken,
This may be the same issue as I reported here recently concerning empty frames. "Empty WCOM fields in id3v2 tags."
Upon inspection of your hexdump, I notice the empty WOAR frame, length of zero, which the current id3v2tg parser would reject and invalidate the entire id3v2 tag.
Extracting embedded art was the problem I was initially investigating also.
