Taglib Mp3 Support

Hey,

Recently, I've noticed that TagLib (v1.3.1 from Ubuntu) has stopped
generating id3v2 tags and instead generates only id3v1 tags.  I'm using
it with the C interface, wrapped in C# for my application Cowbell[1].
Is there something I need to do to make TagLib write id3v2 tags?
