Creating a win32 release

Created a first binary version, it works with MinGW for me:

I'd be happy to receive feedback for this one, i.e. if it can be linked in and 
can read tags.

I already started adding a win32 dir to my local taglib checkout and managed 
to compile it as well. The problems with reading mp3-properties are still 
present.
