No, presently TagLib can't write ID3v2.3 tags and I personally have no 
interest in adding such (though if there were a particularly clean patch to 
come in I wouldn't reject it on principle).

The basics are:

*) Most stuff actually does support ID3v2.4 these days.
*) Those that don't should -- the standard is 5 years old.
*) It's a lot of work to support writing ID3v2.3.
