Hi,
the windows version of RKWard is still very young, and we have not gathered
too much experience, so far. Therefore, sorry if the following is mostly a bit
of guesswork, and no definite answer:

I did not yet get around to try with KDE 4.3.0. If all else fails, you could
try using KDE 4.2.3, instead, which is at least known to work (you may need to
select the primary server "winkde.org" in the mirror-list).
The "-mingw" suffix is no longer shown in the latest version of the KDE
installer, but as long as you chose MinGW-compiler initially, this should not
be an issue. Just install "kdelibs" and "kdebase".
After KDE-installation, the missing library libktexteditor.dll should be
located in [KDEDIRS]\bin\ . You may need to add [KDEDIRS]\bin and
[KDEDIRS]\lib to your PATH, as described. (This is probably the first thing you
should try, if you haven't done that, yet).

Looking at the screenshots at
http://foundationphp.com/tutorials/php_installer.php (which is a generic guide
for PHP-installation, NOT the sequence to follow to install RKWard), the title
of the page is "Choose Items to Install" (step number 7). If your PHP
installer looks completely different, please post some details on which
installer you are using.
Regards
Thomas
