you won't be able to compile most packages from source on Windows out of
the box.
Anyway, a new bundle with RKWard 0.6.5 and R 3.3.3 will appear at
https://files.kde.org/rkward/testing/bundles/Windows/ in a few minutes.
Try that.
Interestingly, this one will download packages from http://files.kde.org
just fine. Not sure whether that's due to R 3.3.3, Windows, or fixes on
files.kde.org.
