ok, the problem seemed to be related to MacPorts still relying on 
PackageMaker.app for the bundling process (i got many warnings because the app 
couldn't be found):

actually, that app hasn't been updated since 2012 and is deprecated for quite 
a while:
 https://trac.macports.org/ticket/42725

interestingly, the log messages suggest that actually "productbuild" is being 
used already for packaging. however, i managed to install an ancient copy from 
the developer tools archive, that did the trick.
