Well, as far as I understand, you can depend on (and build with) any other 
packages on launchpad. However, so far I did not find any PPA with the CRAN 
backports. So, probably we would have to upload the CRAN (source) packages to 
another PPA, first. I'm not quite sure, how much work it would be to automate 
that. Perhaps it's easier to convince the person that appears to maintain the 
backports to also place his stuff in a launchpad PPA (Vincent Goulet 
<vincent.goulet AT act DOT ulaval.ca>).

Creating packages for the version of R officially in Ubuntu is quite easy, 
though. I have set up a first attempt, here: https://launchpad.net/~rkward-
devel/+archive/rkward-devel . In our SVN, there is a bash-script which uploads 
the working copy source to all supported ubuntu releases with a single command 
(makeppa_upload.sh; to play with it, you'd need to change at least the e-mail-
address at the top of that file). So that makes it real easy to create Ubuntu 
packages of the current sources. (Of course, I'm not using Ubuntu, myself, so 
these packages are entirely untested).

Anyway, if you have some time to play with this, don't let me stop you.
