Moving plasma-phonebook, plasma-settings and plasma-camera into KDE Gear

Hi Albert,
Yes, they are maintained! I've opened an MR against release-tools:
https://invent.kde.org/sysadmin/release-tools/-/merge_requests/67

I have also updated each of the repos' versioning to match the release service.
