Moving plasma-phonebook, plasma-settings and plasma-camera into KDE Gear

Are people taking some care of them?

Dependency Freeze is March 5, please prepare a MR like 
https://invent.kde.org/sysadmin/release-tools/-/merge_requests/60 
and if no one has disagreed I guess I'll merge it on Tuesday night.

I would also prefer if their versioning get some kind of Release Service 
adaptation, e.g.
