Requesting dependency freeze exception for Photos (formerly Koko) 25.12

Photos 25.12 already depends on an unreleased version of KQuickImageEditor,
which has not made a version bump since 2025-03-01. I am asking for a
dependency freeze exception for a new KQuickImageEditor version, which
should happen very soon (hopefully today). Photos 25.08 already depended on
KQuickImageEditor, so this is not a totally new dependency, just a
dependency on a new version of KQuickImageEditor.
