KDE release 20.04.0 packages available for packagers (with changelogs)

Hello packagers,

*.tar.xz files at "stable/release-service/20.04.0".

Please test thoroughly and report issues.
Release is planned next Thursday.


Known issues:

* Despite several attempts by Umbrello maintainers to get the CI errors
     fixed, it still shows red. If it does not build locally, please
     again disable Doxygen doc generation by passing this CMake option:

         -DBUILD_APIDOC=off
