frameworks is rather outdated and broken caused by last GSOC project.
master and Applications/18.04 are ready for KF5.

Both mentioned branches are build KF5 on non Windows systems by default
and it should compile out of the box on Windows too. Because there are
still KF5 issues on Windows last time I checked (see
https://bugs.kde.org/show_bug.cgi?id=380136), the default build target
on Windows is not set to KF5
