this is partially caused be the fact that required patches seems not to
be accepted, see for example https://git.reviewboard.kde.org/r/130239/

The KDE on Windows distribution has about 30 open patches for kdelibs
required on Windows
https://build.opensuse.org/package/show/windows%3Amingw%3Awin32/mingw32-kdelibs4.

I would be happy to see to this into kdelibs git repo.
