When could I make a tag for kf5-libkcddb, k3b and other requires kf5-libkcddb projects

Yes, libkcddb do NOT follow the KF5 versioning, but follow the original 
Application ;-)

So what time is the next Application freeze plan? then I could merge it 
to UPSTREAM at the RIGHT moment? thanks a lot!

PS: I made prison's directory structure conformant and the version 
allows automation
