Isn't that bug in the <LANG>-kde5-l10n-16.12 packages ?
I'm pretty sure that it's on purpose that ki18n5/ki18n5.js is part of the ki18n5 package.
The Applications release is supposed to skip anything related
to frameworks, which this clearly is:
l10n/<LANG>/scripts/frameworks/ki18n5/
