KWin dependency heads-up

Hi packagers,

I just wanted to inform you about new required dependencies for KWin 5.3. Due 
to outdated packages on our current CI system they are marked as optional (if 
the new CI is rolled out prior to the release they will change to being marked 
as required).

* XCB minimum version 1.10: with an older version you won't have synced 
resizing.
* xcb/util-cursor [1]: replaces XCursor library. Without you won't have e.g. 
resize/move cursors or cursors in effects like Present Windows.

In addition we found and fixed [2] an issue in the xcb/util-cursor library 
which could result in no cursor [3] if the used theme does not contain the 
elements KDE/Qt expects (this mostly affects default cursor themes changed by 
distros). I recommend to pull the patch [2] or update to the new release [4] 
for KWin 5.3. As the release is brand new I will wait till 5.4 to make it the 
minimum required version to give you guys enough time to package.
