Last time I ran into such a problem with for unknown reasons Qt5'c moc being
picked up, it was due to some cmake config files for Qt5-based projects being
wrongly picked up, whose identifier name was the same as used for the Qt4-
based version of that project (happened for me while having an early devel
version of Okular/KF5 installed, when the identifier was still named like the
one for the kdelibs4 version, "Okular", so the Calligra/kdelibs4 build would
always try to use moc-qt5. Meanwhile Okular/KF5 has a proper "Okular5" id :)
). That cmake config file then injected moc-qt5 into the build.
So check all find_package() calls and see if any of the ids used there has a
cmake config file for the Qt5-based variant on your system, which would be
picked over the Qt4-based variant with the same name (or even over a
Find*.cmake file).
